Mostly "free cash" - money left over from last year that wasn't spent, plus revenue that came in higher than expected. The state has to double-check the city's books first, and then the City Council can vote to spend it.
This eased down to $4,297,163 this year, about 2% less than the $4,403,292 it was in FY2025. Put another way: back in FY2017 this made up about under 1% of Other Revenue Sources - today it's 53.7%, a bigger slice than before.
